Extraneous "Occurrence A" for Intervention Performed in CMS30v4

      Thank you for your feedback on the AMI-10 measure. To promote harmonization, the solution for this ticket will also be reflected in the AMI-2 measure logic.

      The second OR clause in the denominator exclusion contains logic statements that capture Comfort Measures documentation starting during an inpatient encounter that does not include an ED encounter leading to an inpatient one. The patient’s encounter begins in the inpatient setting. Current logic utilizes the “Occurrence A” qualifier to specify the Comfort Measures instance . This use will be removed in the 2015 EH eCQM update.

      This solution also satisfies questions raised in CQM-1090 and will be addressed along with the issues related to Comfort Measures also identified in CQM-1089 and CQM-1090.

      Consider the following excerpt from the Denominator Exclusions criteria for CMS30v4 (AMI-10):

      • AND: "Occurrence A of Intervention, Performed: Comfort Measures" starts during "Occurrence A of Encounter, Performed: Encounter Inpatient"
      • AND NOT: "Occurrence A of Encounter, Performed: Emergency Department Visit" <= 1 hour(s) ends before start of "Occurrence A of Encounter, Performed: Encounter Inpatient"

      The Intervention Performed data element is not referenced by any other criteria within the conjunction, thus the "Occurrence A" qualifier is not meaningful.

      Proposed fix: Remove "Occurrence A" from the Intervention Performed data element in the criterion shown. Note that the Intervention Performed data element is used elsewhere in the measure where the "Occurrence A" qualifier is necessary (and present). The qualifier should be removed only from the criterion shown above.
