Total score may not match the sum of patients in each stratum.

      Because the age range includes people equal to the age, every age is accounted for. In your example where a patient is older than 11 but younger than 12, for example 11 years and 364 days, the patient should be reported in the 11 year old stratum. Here is the calculation (assuming the measurement period is 2012):

      <=11 allows people who are born on 1/2/2000 or after to be included in Reporting Stratum1:
      Example calculations per the CMS Blueprint v10, pages 191-192:
      MP state date = 1/1/2012 and DOB = 1/2/2000:
      (2012 - 2000) - 1 = 11
      MP state date = 1/1/2012 and DOB = 12/31/2000:
      (2012 - 2000) - 1 = 11

      For CQM-126/NQF0036 we need to report the following definition of stratum:
      Report a total score, and each of the following strata:
      Stratum 1: Patients age 5-11
      Stratum 2: Patients age 12-18
      Stratum 3: Patients age 19-50
      Stratum 4: Patients age 51-64

      Reporting Stratum 1 =
              AND: "Patient Characteristic Birthdate: birth date" >= 5 year(s) starts before start of "Measurement Period"
              AND: "Patient Characteristic Birthdate: birth date" <= 11 year(s) starts before start of "Measurement Period"
          Reporting Stratum 2 =
              AND: "Patient Characteristic Birthdate: birth date" >= 12 year(s) starts before start of "Measurement Period"
              AND: "Patient Characteristic Birthdate: birth date" <= 18 year(s) starts before start of "Measurement Period"
          Reporting Stratum 3 =
              AND: "Patient Characteristic Birthdate: birth date" >= 19 year(s) starts before start of "Measurement Period"

      In the stratum definitions we are not covering some cases because of those the count of patients in different stratum may not match to the total score. Ex. A patient whose age is > 11 years and < 12 years before the start of reporting period will only be reported in total score.
      We need a confirmation if this kind of implementation is intentional.
