CMS100v3/NQF142, CMS32v4/NQF0496
Denominator exclusion logic for measure 0142 looks to capture a transfer to hospice that starts after the end of the inpatient encounter. We have built queries for our customers to document this transfer time, which would need to be after the discharge time per the specification logic. Hospitals are providing feedback that documenting this additional time element for the transfer is burdensome to the discharge workflow, because the transfer would presumably always start after the end of the inpatient encounter. Is it possible to use discharge time to meet the transfer to time requirement? Or can the statement be altered to state that the transfer starts less than or equal to one day after the end of the inpatient encounter? These options would reduce documentation burden for EHs.
