The guidance for CMS156 numerator 1 says: "The intent of Numerator 1 of the measure is to assess if the patient has been prescribed one high-risk medication."

The numerator description says: "Numerator 1: Patients with an order for at least one high-risk medication during the measurement period."

Should this numerator include those with at least one med, or those with exactly one med? I am assuming the latter, but would like to check.
