Should denominator statement call for # of patients, rather than % of patients?

      Issue: There is discrepancy between the human readable and the pseudo code sections of the e-spec regarding Initial patient population.

      Question: Should the denominator read: “Number of patients aged 18 years and older before the start of the measurement period.” rather than "Percentage of patients aged 18 years and older before the start of the measurement period?
      As a rule, CQM numerator and denominators require numbers, and the result is a percentage.
