Should the data from the two populations defined by the measure be aggregated and reported as one numerator/denominator/denominator exception set?

      What is the correct number of populations and corresponding numerators / denominators / denominator exceptions for this measure? The pseudo code section of the e-spec clearly defines two populations, but the definition of "Rate Aggregation" would seem that the data should be aggregated into a single numerator, a single denominator and a single denominator exception.

      Question: Should there be 1 population with aggregated data in the numerator, denominator and denominator exception OR should there be 2 populations each with their own numerator, denominator and denominator exception?
