The attestation website does not line up with the 2014 CQM numerator/denominator and stratum requirements.

    • Hospitals will be entering invalid data into attestation screens

      This is critical as hospitals cannot attest.

      Today I watched a hospital attest for Oct 2013 to Dec 2013. The CQM portion appears to still request data for MU1 CQM measures, where HITSP was used as the specification.

      It was my understanding that all attestations (or electronic submission) in 2014 was to use the eCQM logic and output to QRDA. If that is true then the MU1 attestation questions are no longer valid.

      See the attached image for an example which I will also describe here.

      For ED 1 0495, the eCQM specification requires the following aggregate data:
      Inpatient population
      Measure population
      Measure observation (median)

      Each of these are stratified by 3 criteria:

      Reporting Stratum 1 =
      AND: "Occurrence A of Encounter, Performed: Emergency Department Visit" <= 1 hour(s) ends before start of "Occurrence A of Encounter, Performed: Encounter Inpatient"

      Reporting Stratum 2 =
      AND NOT: "Diagnosis, Active: Psychiatric/Mental Health Patient (ordinality: 'Principal Diagnosis')" starts during "Occurrence A of Encounter, Performed: Emergency Department Visit"

      Reporting Stratum 3 =
      AND: "Diagnosis, Active: Psychiatric/Mental Health Patient (ordinality: 'Principal Diagnosis')" starts during "Occurrence A of Encounter, Performed: Emergency Department Visit"

      None of this lines up with the screenshot attached that I took today.

      Please explain this discrepancy so we can provide guidance to our customers.
