CMS-117 Vaccine should not be counted on the patient's birth date

      We ran into an issue when testing with the Cypress patient with template name "E GP Peds" for CMS117v10 in RY2022.

      The patient has a Hep B vaccine on his birth date, which lies on the left boundary of the interval [date from Patient.birthDatetime, "Date of Second Birthday"]. Although the low end of the interval is closed, the date of birth date has a precision of day, but the relevantDatetime of the vaccine has a precision of second, and we cannot say which one is greater.

      If the intent of the measure is to count vaccines on the date of the birth date, the measure should either change the precision of the vaccine's relevantDatetime to day, or change the precision of the patient's second birthday to second.

      Basically, we ran into the same issue as documented in CQM-4681, in a different part of the measure.

      Until the Cypress test case is revised, it will fail as a false negative. Cypress should see the patient as not meeting numerator, or change the vaccine's relevantDatetime to patient's birth date plus one day.
