I continue to receive the CMS_0072 error code despite the upgrades to our scorecard that were done to address this error code. Could you please tell me why we continue to receive this code so I may share with our developers? I've attached the sample file for your review. |

This file is being rejected because the high element in effectiveTime does not include a value and instead includes a class. Lines 824-828 <effectiveTime> The <high> element should have a value attribute with a date and time just like the <low> element |

Not sure if this is what is causing the issue or just an artifact of exporting the file to attach to the JIRA ticket. If the original file does not have this issue then if you can provide a cleaned up file without them I can investigate any issues. |

The attached sample file has lots of extra quotes in the file that makes it an invalid XML file. Not sure what added those into the file but nearly every line has quotes surrounding it and attributes that use quotes have double sets of quotes. |
