 Description   

For an outpatient measure we discussed using the Encounter, Performed class attribute to find the right types of Encounters. So we wrote code as

["Encounter, Performed": class in "Outpatient Activity Codes"] Encounters
  where Encounters.relevantPeriod overlaps "Measurement Period"
    and AgeInYearsAt(start of "Measurement Period")>= 18

However, when importing this measure into Bonnie when you go to create a test patient there is no option to add an Encounter, Performed. It seems Bonnie ignores the Encounter, Performed since it is not bound to a valueset on code

The issue identified in this ticket has been resolved in the Bonnie QDM 5.1.3 release 7/12/23.

We need to confirm if the alternative solution you mentioned in your other ticket (1365) also addresses the issue reported in this issue. As the same measure was impacted in both tickets, we think it is likely that you are able to move forward with your work with that alternative solution implemented.

Heather.Frideres both issues are still there. Issue 1365 I can test the measure I just can't get complete 100% code coverage without being able to set the facilityLocation. Issue 1366 I can't even test the measure without an Encounter being able to be added. Not sure if CMS will approve the measure without 100% code coverage and complete testing.

We wanted to check in and see if the changes you made to the measure after reporting Jira 1365 that resulted in the you creating this ticket were still an issue. Are either/both issues reported preventing you from moving forward? Please confirm.

Possibly related to https://oncprojectracking.healthit.gov/support/browse/QDM-265 and https://oncprojectracking.healthit.gov/support/browse/BONNIEMAT-904

"Bonnie determines the set of available Elements based on the DataCriteriaSection of the HQMF, which only includes those Data Elements with Value Sets or DRC’s."

Looks like the HQMF dataCriteriaSection does not have the the Encounter, Performed, so Bonnie does not know to make it available.

Your example ["Encounter, Performed": class in "Outpatient Activity Codes"] is using the .class attribute instead of the "primaryCodePath" (i.e., .code), so maybe MAT doesn't know what to put in the HQMF. My tickets above were a little different in that there was no "filter" at all.

This is actually the same measure as the previous issue just taking a different approach. We though going to encounters might avoid the issue with Diagnostic Study not being able to set facilityLocation but turns out this is another issue with Encounter not having a valueset. I attached the updated measure package with this approach but keep in mind both issues are the same measure but with different packages
