Solution: 1. Which measure version should be used for certification?
CMS140 v2 or CMS 140v1?.

RESPONSE from CMS: We are strongly urging EHR vendors seeking certification for the EHR Incentive Program to use the prior version of this measure, CMS140v1, published in December 2012. Eligible professionals are also strongly urged to use CMS140v1 for reporting for the EHR Incentive Program in 2014. This version is available on CMS’s eCQM Library page (http://www.cms.gov/Regulations-and-Guidance/Legislation/EHRIncentivePrograms/eCQM_Library.html). Eligible professionals will receive credit for the EHR Incentive Program for reporting either version of the measure through attestation.

2. Which value set should be used for this version of CMS 140? Where is the appropriate value set for CMS 140 and where can it be downloaded from?
The value sets matching CMS140v1 should be used. The CMS and ONC reporting and certification systems must use the value sets linked to the correct version. They can be downloaded from the VSAC at https://vsac.nlm.nih.gov/.

3. Which version of CMS 140 does the EHR Incentive program use?

RESPONSE from CMS: As with electronic reporting for the EHR Incentive Program, CMS finalized in the CY2014 Physician Fee Schedule final rule that only CMS140v1 would be accepted (http://www.cms.gov/Newsroom/MediaReleaseDatabase/Fact-Sheets/2013-Fact-Sheets-Items/2013-11-27.html) for electronic reporting in PQRS.
