We got a report back about our test submissions being rejected: "ERROR: Patient HICN is required for hybrid measure submissions." The introductory webinar linked on qualitynet says that one of the six linking variables is "Health insurance claim number (HICN) |

Please refer to CHM-37 for full information regarding the recent update to submission restrictions–both MBI and HICN may now be submitted. |

Thank you for the follow-up message and question. We are currently implementing a change to allow for either MBI or HICN (or both MBI and HICN) to be reported during this voluntary submission period. We will respond to this JIRA ticket once we have an update to the timeline for this change. |

Update: We received a response from Quality Net about these rejections stating: "At this time for HWR, HIC number is required to be in the file and this is the reason the files are being rejected. We are currently evaluating a potential change for the MBI, but at this time HIC number is required." This goes against the documentation provided in the HWR webinar attached where it says either HICN or MBI can be used as the linking variable. Should we expect Quality Net to adjust their measure engine to reflect this or should we proceed with only including patients who have a HICN since there are some who only have an MBI and no HICN? |
