      The PACIO (Post-Acute Care Interoperability) Project, established February 2019, is a collaborative effort between industry, government, and other stakeholders, with the goal of establishing a framework for the development of FHIR implementation guides to facilitate health information exchange.

      The PACIO community notes overall inconsistencies regarding the proposed USCDI+ Quality data element list structure and corresponding USCDI level. For example, the current USCDI Comment level does not include assessment type, value, or time under the Health Status Assessments data class, despite the USCDI+ Quality data element list column referencing the USCDI comment level. Additionally, Functional Ability and Goals: Self-care and Functional Ability and Goals: Mobility do not appear under the Goals data class in the USCDI comment level despite the USCDI+ Quality data element list column referencing the USCDI comment level. Functional Ability and Goals: Self-care and Functional Ability and Goals: Mobility could be included under the Functional Status data element in the Health Status Assessments data class, but that would be USCDI V3, not USCDI comment level.
