Question re Global "Normalize.Interval" function and QRDA effectiveTime/High

      Our question is regarding using the High Time to represent both the Start and the End of the Relevant Period in the Global. "Normalize.Interval" function. Is this allowable? The manual below sasy that the effecitiveTime.  If only an effectiveTime/High/ or Relevant Period stopTime is in the QRDA file, will CMS reject the file/data?  If Loaded successfully, can effectiveTime/High be used to represent both the Low (Relevant Period startTime) and the High (Relevant Period endTime).  Only a High time does represent a single point in time, too.
