We are using Hl7 STU5.2 June Errata for 2021 analysis. We noticed that Hl7 guide page #515 mentions: "For Procedure Not Performed, use Author dateTime to reference timing and must not use Relevant Period or Relevant dateTime." For this we have below questions:

1) Does this mean regardless what eCQM CMS measure specification says, we should only look at author datetime?

2) We noticed that Cypress deck has included Relevant DateTime along with Author for this template. Example, CMS147 - Carla Webster. We would like to know the reason, since guide says otherwise.
