If a practice's EHR is not supporting time zones on QRDA I exports the most logical solution for a QRDA I export is to provide a static timezone upon import.
If a practice moved throughout the year and switched time zones (I realize this is probably a rare edge case) then their QRDA I exports will likely represent a single time zone thereby reducing accuracy of calculations.
We believe the optimal solution is to require users to export two sets of data and assign time zones accordingly.
