I have run into some issues using an application that conforms to the 2014 MU Stage 2 quality reporting standards to report stage 1 quality measures on the CMS web based MU attestation screens. More specifically, the QRDA 3 reporting output does not contain all the information necessary to complete the CMS web based attestation screens for quality measure reporting.

For example, in the following screens shots for ED1, the CMS screen shot requires a breakout of patients based on whether they are “Observation Patients”. The stage 2 HQMF/QRDA does not require or support this distinction. In addition, the CMS screen shot requires that there be a median length of stay reported for patient with a “Mental Heath Disorder”. The HQMF/QRDA reports the number of such patients, but does not report the median length of stay for that sub-group.
