Your MedicationOrder and InterventionPerformed both look good to me at first glance, but there is a template id missing at the top of your patient data section that keeps Cypress from finding these other templates. The patient data section template should be in your patient data section: <templateId extension="2017-08-01" root="2.16.840.1.113883.10.20.24.2.1"/>
