      Based on the spec guide (CDAR2_IG_QRDA_I_R1_STU5.1_2018DEC_Vol2_2019OCT_with_errata.pdf), it indicates "ONE" entryRelationship.

      Therefore, when I created CDA, I created one entryRelationship, and inside the entryRelationship, another entryRelationship was created, as seen "QRDA1_NOT0190_5e36982e6362390331daf3c5_02140159_728.xml". Due to this, it has the validation error.

      However, when I checked one sample bundle for 2020 reporting "4_Billie_Miller.xml", there are two entryRelationships. With this sample, it passes.

      Which one should I follow? The guide? Or, the sample bundle?
