Which program name do we use in QRDA for CMS vs. TJC 2019 submissions

      A change to the Schematron for the id root extension for program name was made for 2019. TJC indicates we should be using: HQR_IQR for their submissions but based on JIRA ticket "QRDA-781", for CMS (eCQM / PI) submissions, we should be using HQR_PI_IQR.
      Please clarify which we should include in the file as our understanding is that we should be able to submit the same file to both agencies this year.

        Hi Kristen,

        TJC has confirmed that their submissions do not restrict the program name code to only "HQR_IQR". So if you are submitting to CMS to meet requirements for both IQR and PI, you should be able to send the same file with the "HQR_PI_IQR" program name code to both TJC and CMS. 

        The only requirement from TJC regarding the program name for the 2019 reporting period is that it has to be one of the CMS program name code specified in the 2019 CMS QRDA IG.

        Thank you. I've submitted a question on this to QNET as well requesting direction on which program name to use. Most hospitals submit eCQMs to meet requirements for both IQR and PI. I'm assuming that we are supposed to use HQR_PI_IQR for eCQM submissions to QNET in order to meet both programs. If we are required to use HQR_PI_IQR for CMS programs and HQR_IQR for TJC, we will need to create separate QRDA files for these submissions.

        QRDA-781 is addressing a different question and it does not relate to TJC submittions. In the prior reporting year, the program name "HQR_PI_IQR" was named "HQR_EHR_IQR", but this was renamed to "HQR_PI_IQR" for the 2019 reporting period, because CMS renamed the EHR Incentive Program to the Promoting Interoperability Program.

        For CMS submissions, are you submitting for the PI and IQR? It would be best if you contact the QualityNet Help Desk to make sure you are using the appropriate program name code for your particular situation. 

        In terms of the QRDA I file itself though, for the 2019 reporting period, the same file should work for both agencies maybe with the exception of the CMS program name code.
