      It is unclear if the CMS EHR Certification ID section is required to be included in the QRDA3 for 2019 PI's. Because of this we are unsure how to prepare QRDA3 generation tools for 2019

      It is unclear if the CMS EHR Certification ID section is required to be included in the QRDA3 for 2019 PI's.
       
      According to the 2019_CMS_QRDA_III_Eligible_Clinicians_and_EP_IG_Addendum, in the general description for CMS EHR Certification ID it states 
       
          "As part of their submission, participants shall include a CMS EHR Certification ID that represents the CEHRT used by the individual or group during the performance period."

      But later on in the Table of Template Changes:
          "MAY contain zero or one [0..1] participant (CONF:CMS_77) such that it"

        The description uses Shall, which should mean required, but the template table lists it as MAY, which should mean optional. Which is it?
