We are receiving an error code - CONF:CMS_0075 on one particular file and cannot see why this is happening. I see another ticket QRDA-463 but no solution was given.

        [QRDA-744] We are receiving an error code - CONF:CMS_0075 on one particular file and cannot see why this is happening. I see another ticket QRDA-463 but no solution was given.

        Hi Constance,

        As mentioned above, it is a known issue that files will receive these error messages due to the Encounter admission datetime not existing between 2am-3am on March 11, 2018. Here is a more detailed description:

        If the first encounter template located in the file contains a date time that occurs during the 1 hour affected by DST, the file will fail with one of the associated errors below

        • Admission Date is not properly formatted ([CONF:CMS_0075|conf:CMS_0075]).
        • Discharge Date is not properly formatted ([CONF:CMS_0076|conf:CMS_0076]).

        Here is a suggested workaround that you could use to resolve this to help with submitting this patient for the 2018 reporting period.

        • Manually convert the datetime data elements contained in this file to UTC with timezone offset, this will validate by the QualityNet data receiving system. Please note that if a UTC time offset is needed anywhere, then it must be specified everywhere a time field is provided, with two exceptions: reporting parameters act and birthTime.

        There is another workaround, even though it would not work for your file in particular, we would like to include here as a reference: for example, if you have two encounters in the file, only the first one that has datetime that is between 2am - 3am on March 11, 2018. You could switch the order of the two encounters, so the first encounter instance appeared in the file do not have admission/discharge time that are in between 2am - 3am on March 11, 2018, then this will not trigger the CMS_0075 and/or CMS_0076 errors due to DST.

        This issue will now be closed.

        Thanks for providing the file in question with PHI removed. 

        We were informed that this is a known QualityNet data receiving system validation issue with Encounter Performed events due to the adjustment for daylight savings time. The admission date is "20180311022200". 2:22 am does not exist in eastern time due to the jump ahead from 2am to 3am on March 11^th^. Most likely that this file was submitted by someone in Arizona. Arizona does not adjust for DST. Please note that this is only an issue when UTC offsets are not used.

        We are working on getting guidance regarding this and will keep you posted.
