When validating the 2018 Reporting Year Transfer To act within a QRDA document, we get a CONF:2228-13182 error.

      When validating a document using the online Cypress QRDA Validator, we encounter the following error:
      SHALL contain exactly one [1..1] templateId (CONF:2228-13182) such that it SHALL contain exactly one [1..1] @root="2.16.840.1.113883.10.20.24.3.82" (CONF:2228-13183)
      It appears that we are sending the templateId as specified in the QRDA I STU R4, so we are unsure if the error is related to an incorrect schematron assertion or whether we are misunderstanding the IG.
