Impact:
Any QRDA file with Discharge Disposition entry will trigger these two warnings, even if they have the correct data submitted. This is happening for 2017 discharge data.

The validation rule must also check if there is no value for code and code system and if it's correct, it should not just throw a warning if Discharge disposition entry exist, .
Also the measures require different value sets, so the value set or code system given in the warning is not what the measure (i.e STK-3) needs.
so the warning should not suggest a specific value set, it should just say code and code system is required if entry exist and leave the validation of the code and code system and value set to the measure definition.
