1> In CMS specs, it says "SHOULD contains 0 or more legalAuthenticators" for category 1 and "SHALL contain exactly one legalAuthenticator" for category 3. However, when I was testing my QRDA xml files through cypress tool, the validation system also requires legalAuthenticator for cat 1. So I was wondering if legalAuthenticator is actually required in both categories?

2> If that is the case, can we use dummy data to populate this node? I know it will pass through the validation tool, but we'd like to know if the information within the legalAuthenticator node will be finally used by CMS.
