We have sample files downloaded from https://ecqi.healthit.gov/qrda (2017 Reporting and Performance Period) for both MIPS and CPC Plus. We found that for MIPS sample file "performance report" template was missing.

We would like to know it was by mistake or PR is not needed for MIPS reporting.

Second question I have is, until last year for QRDA3 file, if a given data element say Ethnicity - Hispanic or Latino, if count is 0 then still we need to populate tamplate with count 0. Is this the case with MIPS and CPC Plus reporting.
