PSVA Tool validation gives error for QRDA Cat 1 Release v3.1 against HQR_EHR

PSVA validates and uploads file fine, but following error is received in eCQM Submission report with rejection.
ERROR: The document does not conform to QRDA document formats accepted by CMS (CONF:CMS_0073).

I have attached obfuscated (non-PHI) QRDA Category 1 file with issue for reference only.

Please note that QRDA file validates successfully from Cypress validation Tool for 2017 reporting period of HQR_EHR with Document Type QRDA Cat 1 (R3.1)

Please review attached file and assist if this error is related to PSVA tool in-compatibility with QRDA Cat 3.1 or something else.
