For Patient Characteristic Expired code do we use the code from the value set or the code QRDA1 accepts for 2017 and 2018 reporting year?

      In older versions of the eCQMs, CMS159 and CMS160 referenced Deceased Grouping Value Set (2.16.840.1.113883.3.67.1.101.11.721) for Patient Characteristic Expired. However, since the 2015 annual update, the eCQMs no longer specify value set for Patient Characteristic Expired. The code that is used is the SNOMED code 419099009 ("expired"); this is fixed and specified in the eCQM HQMF representation itself. This aligns with the code used in QRDA I for Patient Characteristic Expired.

      Please refer to https://oncprojectracking.healthit.gov/support/si/jira.issueviews:issue-html/QRDA-219/QRDA-219.html. This was for reporting year 2015-2016; but we have the same question/issue for 2017 and 2018 Reporting years. For Patient Characteristic Expired Code, the HL7 code required for QRDA1 is not the same as the Value Set code to be used for eCQM reports. Should we be updating the value set for current 2017 reporting year along with the upcoming 2018 reporting year? The value set (Patient Expired Grouping Value Set 20170505) uses code 371828006; but we use code 419099009 for QRDA1.
