Race Data elements - QRDA III guide for EC/EP Version 1.0 published by CMS on 07/07/2017

In section 5.3.14 of the guide, it is mentioned "If there are multiple race values reported for a patient, count as 'Other Race' value." What is the exact meaning of this? Please explain.

      For example -
If a patient has single race value of 'White', so this patient will count under white.
But if a patient has 2 race values of 'White' & 'Asian', does this patient get counted both in White & Asian OR Does this patient get counted under neither and considered in 'Other' values. Can you please give an example for better understanding.
If any sample file of QRDA III available with multi race values would be helpful.

      Thanks & Regards
      Dr. Pooja
