QRDA-III -- Reporting Zero values

    • For QRDA-III reporting, a patient count should always be reported, even if the count is zero for a supplemental data element or a stratum.

      Inconsistency Reporting Zeroes
      The spec states that all populations of a measure should be reported even if the value for that population is zero. It then goes on to say that all stratifications should be reported even if the value is zero, unless the value of the population is zero. I get the idea that it is implicit that they should be zero as well but it creates an inconsistency . If they are going to have special rules about reporting populations when they are zero they might as well just do the same thing across the board for stratifications instead of doing something different. This also starts to make validation more difficult because you have to take into account whether you are expecting a population value back that is equal zero and whether or not they sent a value back that is equal to zero and whether or not they sent a stratification value. Even more difficult when coupled with the general measure reporting issue that follows.

      We would strongly prefer that all values be reported, even if they are zeroes.
