Delay to upload 2017 QRDA.

On a recent webinar form our EHR vendor they stated that CMS required an insurance effective date in the QRDA file for 2017 submissions. This is causing us problems as pts do not know their effective date. Can you help me understand why CMS wants this data and what are they going to do with it? Can you help me understand the rational for the change?
