      I am attempting to submit the attached QRDA-III R2 document (contains no PHI) for MIPS for 2017 to the Cypress Validation Utility hosted at https://cypressvalidator.healthit.gov/. This document contains several instances of performance rates that have a null value as shown below:

      These performance rates happen to be related to measures for which there are zero occurrences in the denominator of the performance rate calculation. However, the validation utility is flagging these performance rates with the following error:

      The value, if present, SHALL be greater than or equal to 0 and less than or equal to 1 (CONF:2233-711294).

      This rule is causing all of the performance rates with nullFlavor="NA" to fail. We did not encounter this error when submitting null performance rate values for 2016 so it looks like this is a new rule added for 2017.

      How should such performance rates (with zero in the denominator) be reported in order to pass validation? Should the performance rate be reported as 0.000000? Should the measure be omitted entirely? Any guidance on this would be much appreciated!
