Conformance statements in the eCQM_QRDA_EC IG require templateIds that are not defined for the QRDA III document.

      The eCQM_QRDA_EC IG specifies that the time zone validation rule is applied to all time elements except the effectiveTime element of the Reporting Paratemers Act template. The conformance statements as written as follows:

      _There is one exception to this validation rule. The effectiveTime element of the Reporting
      Parameters Act - CMS (V2) template (CONF: 2233-711292and CONF: 2233-711293) will not
      be validated using this time zone validation rule:

      •  act[@templateId=”2.16.840.1.113883.10.20.17.3.8.1”][@extension=”2016-11-
        01”]/effectiveTime/low
      •  act[@templateId=”2.16.840.1.113883.10.20.17.3.8.1”][@extension=”2016-11-
        01”]/effectiveTime/high_

      The problem is the templateId is not defined in this IG (or the parent HL7 QRDA III R 2 IG), so it doesn't appear in this document. This exception to the time zone rule is therefore never allowed in document submissions. The Reporting Parameters Act template only has the 2.16.840.1.113883.10.20.17.3.8 templateId according to this IG. The 2.16.840.1.113883.10.20.17.3.8.1 templateId is specified in the eCQM_2017QRDA_HQR_CMS_IG, but that is not applicable to the EC document. Either the time zone exception conformance statements should be rewritten to use the base 2.16.840.1.113883.10.20.17.3.8 templateId, or the Reporting Parameters section in the EC IG should be modified to include the templateIds required by the HQR IG.
