Meaning of effectiveTime in Intervention Order template

      Per the QRDA Category I spec, the Intervention Order template (2.16.840.1.113883.10.20.24.3.31) requires both effectiveTime and author/time elements.

      5. SHALL contain exactly one [1..1] effectiveTime (CONF:13762).
      6. SHALL contain exactly one [1..1] author (CONF:13747).
      a. This author SHALL contain exactly one [1..1] time (CONF:13748).

      The following Order-type templates require only author/time:

      • Diagnostic Study Order
      • Encounter Order
      • Functional Status Order
      • Laboratory Test Order
      • Physical Exam Order
      • Procedure Order

      The author/time element contains only a single datetime value and thus these datatypes are understood to represent point-in-time events: the datetime when the order was placed. Why is Intervention Order different? It seems that it should likewise be a point-in-time event and thus use the author/time element. What then is the purpose of its effectiveTime element? There appear to be no corresponding QDM attributes for it. Should CONF:13762 be removed from the template definition? Or should we simply use author/time (just like the other noted templates) and specify nullFlavor for effectiveTime?
