      Files are being rejected because of the error "Data types of ST SHALL either not be empty or have @nullFlavor. (Rule: validate_ST)", preventing our 2016 QRDA I submission for IQR and Meaningful Use. This error does not have a conformance # in the 2016 SIG, but it does in the 2017 SIG (CONF:CMS_0112). This was documented in JIRA ticket QRDA-274. Since we are still getting the error in our 2016 submission, what should we do?
