Which vendor should submit QRDA files with EHR vendor change?

      When a hospital changes their EHR vendor during a measurement period/year, the new vendor would need the measurement period data for measure submissions from the legacy vendor. The new vendor could generate the measure data for the reporting period from the legacy system and keep it filed in the new system, and then generate the remaining data with the new vendor system and have the new vendor submit both old and files.

      If a hospital's cutover date is mid-quarter, the legacy EHR vendor can submit the files for the portion of the quarter for which data was entered into their EHR system and the new vendor is allowed to submit for the portion entered in the new EHR system, providing unique patient IDs are submitted to ensure the files are not overwritten, and it is authorized by the provider"

      When a hospital changes their EHR vendor during a measurement period/year, is there any guidance regarding which vendor should submit the QRDA files? In other words, should each vendor submit the files for the portion of the year for which data was entered into that specific EHR system? Or, should the legacy system vendor provide QRDA 1 files to the new vendor, who in turn would then be responsible for submitting files for the full measurement period?
