Need definition of what Legal Authenticator is verifying for eCQM submission.

    • We need to determine the definition of the responsibility of the Legal Authenticator when submitting QRDA 1 - eCQM files. We cannot identify the appropriate person until we get a working definition of Legal Authenticator for QRDA 1 files.

      The legalAuthenticator identifies the single person legally responsible for the document and must be present if the document has been legally authenticated. If no data submission vendor is used, the legal authenticator will be the person that has reviewed the QRDA-I files for your organization, such as a quality nurse.

      While reviewing process to submit QRDA 1 files for eCQMs, we encountered the requirement for a QRDA 1 Legal Authenticator. However, guidance is only applied to QRDA III files or a DSV. However, if our organization is submitting their own file (no DSV third party vendor) for QRDA 1 files, we need a definition of what the legal authenticator is authenticating exactly - a legal definition. What are they validating/verifying?
