To create QRDA 3 XML file,Need measurewise Stratification uid and measure references uid for EH.

    • CMS only requires QRDA-I for Hospital Reporting Programs (HQR); QRDA-III is not an option for HQR for the 2016 reporting period.

      Without measure and stratifications Uid,we can not create QRDA 3 XML file.For example : IPP1,IPP2,IPP3, STRATUM1,STRATUM2,STRATUM3
