As errors in the base HL7 IGs are identified, users don't know how to structure valid submissions in support of the eCQMs

There needs to be an effective way to provide guidance to users in a consolidated and timely fashion when errors are detected in the base HL7 IGs. For example, JIRA ticket QRDA-305 identifies an error in the HL7 QRDA I IG. Due to the error, modifications were made to the related Schematron rules to accommodate a 'reasonable' way user can structure their QRDA I files to be in compliance with the HL7 IG and create a usable submission. However, there can be no final solution until the HL7 IG is corrected. Until that happens, we need to explain to users what they need to do.
