What is the rationale behind which valuesets are acceptable versus those that are not?

      When submit QRDA-I files to CMS for eCQM reporting, what value sets are permissible for patient data are determined by the eCQM specifications themselves. For example, eCQM CMS188v5 specification specified to use Nursing Home or Extended Care Facility (OID: 2.16.840.1.113883.3.666.5.2202) value set, and this value set must be used for reporting CMS188v5. The measure stewards and measure developers are responsible for defining the measure logics and value sets. If you have any suggestions for improving how the current value sets are defined for a particular eCQM, please submit an ONC JIRA ticket under the CQM Issue Tracker (CQM) Project with your comments; it will be evaluated and addressed by the measure development team for consideration of the next measure annual update.

      As our assigned Quality and IT team continues to work through the requirements of QRDA, the question arose as to why some value sets are permissible to use and others are not.

      For example, for discharge status within common configuration, it would appear "Patient transfer to skilled nursing facility (SNF)" with SNOMED code 25675004 from OID 2.16.840.1.113762.1.4.1045.20 most closely relates to our institution's discharge status of "skilled nursing facility". However, we are forced to use an alternative SNOMED code that does not as closely relate given that OID is not part of the approved list.
