Add or clarify noted rules in the HQR Cat1R3 Schematron file so that associated constraints and error messages can be triggered and adequately tested in the CMS HQR eCQM receiving system before it is ready for operational use for the 2016 reporting year.
Rules with no test conditions or test condition is not clear – HQR Cat1R3 Schematron rule file needs to be updated
1. Why isn’t there a test condition for CONF:1098-5256?
<sch:assert id=""a-1182-28378-c"" test=""not(tested_here)"">SHALL contain exactly one [1..1] US Realm Date and Time (DTM.US.FIELDED) (identifier: urn:oid:2.16.840.1.113883.10.20.22.5.4) (CONF:1098-5256).</sch:assert>
LCG responded previously that not having a test condition was not an issue because “All date/time rules are handled under CONF:81-10127, 10128 and 10129.”
But CONF:81-10127, 10128 and 10129 will not be triggered – for HQR eCQM receiving system testing, we do not usually include the template ID 2.16.840.1.113883.10.20.22.5.4 in our test files.
