Context path issues in the the HQR Cat1R3 Schematron rules file do not allow CMS IG constraints and error messages to be triggered and tested.

      The HQR Cat1R3 Schematron is written in such a way that many rules will never trigger. Testers for the CMS HQR eCQM receiving system are unable to complete testing of the CMS CONF error messages. Based on how the Schematron contexts are set, the team was unable to create test files to trigger many CMS conformance rules. This occurs for rules that test for a templateId and/or extension within the context of the same templateId.

      Schematron is written in such a way that many rules will never trigger. This issue became evident when testing the CMS HQR eCQM receiving system with specifically created QRDA Cat 1 R3 files for the purpose of triggering certain CMS CONF error messages. Based on how the Schematron contexts are set, we were unable to create test files to trigger targeted CMS constraints and error messages for rules that test for a templateId and/or extension within the context of the same templateId.

      The list below includes the CMS 2016 IG CONF # Rules that cannot be tested; they are not triggering due to the context path issue we found in our testing. We have also listed a few examples also of HL7 IG rules that are not triggered for the same context issue. This is not an exhaustive list. (The attachment contains this info in more readable format.)
