QRDA requires a fixed code "419099009" for patient expired while QDM points patient expried to a value set

      The MAT has been updated to use the fixed code “419099009” for Patient Characteristics Expired. The “Expired” grouping value set is no longer used for creating eCQMs. This change has been reflected in the eCQMs released as part of the 2015 eCQM Annual Update. So the fix was made to the QDM-based HQMF representation for Patient Characteristics Expired rather than to QRDA-I for this issue.

      In QRDA, the Patient Characteristic Expired template requires a fixed code "419099009" for "dead", while QDM for Patient Characteristic Expired referred in eCQM (i.e. CMS178v4_NQF0453) is using Expired Grouping Value Set (2.16.840.1.113883.3.666.5.730) which does not have code 4190990099 in it. If a QRDA file comes with code "419099009" will never meet the condition of "expired" according to value set. Should QRDA not use the fix value "419099009" for patient expired template?
