getting error in external document section on SEVT tool

      The SEVT tool currently accepts eCQMs that are required for the 2014 reporting year, which are published in the 2013 eCQM annual update; it does not accept eCQMs that are required for the 2015 reporting year yet. The version specific measure id you are using is for CMS146v3, and v3 is the version released during the 2014 eCQM annual update. For the 2014 reporting year, it should use CMS146v2, which has a different version specific measure id.

      I am getting This externalDocument SHALL contain exactly one [1..1] id (CONF:18192) such that it SHALL contain exactly one [1..1] @root (CONF:18193).
