HIC number 12345 on QRDA I

      For QDM based QRDA Cat I documents the spec has the following constraints for patientRole
      i.This patientRole SHALL contain exactly one [1..1] id (CONF:16857) such that it
      1.SHOULD contain zero or one [0..1] @root="2.16.840.1.113883.4.572" Medicare HIC number (CONF:16858).
      This means that there can only be one id for the patientRole and that it SHOULD be the medicare HIC number. In Cypress we have coded this to produce a HIC number as the spec constrains. Providing a different id is allowed but will result in a warning in Cypress due to the schematron rules surrounding the SHOULD for the constraint for the HIC number.

      We don't see HIC number on HTML but we do see it on QRDA I test patient data, and all the QRDA test patients have 12345 HIC number. So, should we keep HIC number static (i.e. hard code it to 12345) for testing & certification purposes?
