Cannot find QRDA Category I template definition for "Patient Characteristic: Birth"

      This issue was discussed at the 1/30/2015 HL7 CQI Workgroup call. The solution is that the QRDA template “Patient Characteristic Observation Assertion” 2.16.840.1.113883.10.20.24.3.103 should be used for “Patient Characteristic, Birth”. The “Patient Characteristic Observation Assertion” is designed to be used for Patient Characteristic QDM data elements that are created by using the generic Patient Characteristic QDM data type with a binding to a specific value set, in this case the “Birth value set”.

The “Patient Characteristic Observation Assertion” is designed to be used for Patient Characteristic QDM data elements that are created by using the generic Patient Characteristic QDM data type with a binding to a specific value set, in this case the “Birth value set”.

      In CMS 9, one of the data elements used in the Denominator Exclusions 2 section is "Patient Characteristic: Birth". We cannot find the exact XML specification for that QDM template in the QRDA Category I specifications nor the errata. The HQMF XML for the measure has the generic Patient Characteristic Pattern of 2.16.840.1.113883.3.560.1.1001, which is not mappable and does not have its own specific template definition in the QRDA Category I specs.

      There are no Cypress patients that have this data element and this element is not included in the QRDA Category I sample file for CMS 9 found at http://www.cms.gov/Regulations-and-Guidance/Legislation/EHRIncentivePrograms/Downloads/QRDA_EH_CatI_SampleFiles_April12014.zip.

      Can you please offer guidance on what we should be using to express this element in our QRDA Category I files? Thank you.
