In 2027 QRDA I IG, specify constraint on administrativeGender that triggers SHOULD include translation only when nullFalvor='OTH'. Therefore, when nullFavlor is any other value, no schematron warning should be triggered.
On 11/24/2025 QRDA WG call, Julia Dawson raised an unexpected schematron warning (CMS_0123) related to the expectation for <translation> in all cases of nullFlavor use for administrativeGender. This constraint needs to be tightened to be more specific so that:
When administrativeGender nullFlavor='OTH', the warning is expected
When administrativeGender nullFlavor=NI/NA/UNK/ASKU/NAV/NASK/MSK (ie any value other than 'OTH'), the warning is unexpected.
This warning can safely be ignored when administrativeGender nullFavor is not 'OTH' for 2026 reporting. This issue will be addressed in 2027 QRDA I administrativeGender constraint.
