We are testing submission of QRDA-I files for hybrid readmissions and mortality but we keep getting a nonconformance error (CMS_0084).  Our EHR vendor is stating that it is happening because the length of the MBI's entered for the rejected files is not 11 characters.  Upon review, we see that some are 9, 10 or 12 characters, instead of 11.  Is it correct that the MBI/HICN needs to be 11 characters?  Can somebody please refer me to the documentation that guides us on that?

The issue now is that we don't know if we can go back and edit those MBI's.  If they can't be edited, should we attempt to submit without the rejected files?
