Should the QRDA show ALL administered opioids from an encounter in the event an antagonist is administered within 12 hours following the administration of any opioid during the encounter?

Or does the QRDA only look at the first administered opioid and if no antagonist within 12 hours of the first opioid, then the case in not in the Numerator.
