Birthtime (day vs minute precision) clarification

      I am seeking clarification regarding the following verbiage in the QRDA1 CMS IG regarding birthtime: 'This patient SHALL contain exactly one [1..1] birthTime a. SHALL be precise to day. For cases where information about newborn's time of birth needs to be captured. b. MAY be precise to the minute.' Can you provide additional details about when newborn's time of birth needs to be captured? Will these be cases where a measure logic includes age calculation using datetime instead of just day?

      We understand that none of the eCQMs (currently available, including newborn's TJC CMS9; CMS851) include logic requiring DOB with a precision of minutes. Any additional guidance will be appreciated. Thanks
